Quality Control Manager



Location: Sacramento, CA

SUMMARY:

Incumbent is responsible for overall project coordination and documentation, while providing technical direction and ensuring compliance with the quality control program for the U. S. Army Corps of Engineers Projects. The construction quality control manager’s responsibilities span a broad spectrum, covering all the areas of implementation of the quality control program, including but not limited to, Quality Control Organization, Quality Control Meetings, Phases of Control, Submittal Review and Approval, Testing, Inspections, Project Planning, Time Management, Quality Management, Contract Administration, and Safety Management.

DUTIES AND RESPONSIBILITIES:

  • Prepare, present and coordinate all aspects, for acceptance of the Construction Quality Control Plan, including but not limited to:
    • Meeting minute preparation, including edit and review the minutes of the previous meeting.
    • Create, review and update the schedule and the status of work and rework.
    • Review the status of submittals including but not limited to creating, inputting, updating and maintaining the submittal register.
    • Review the work to be accomplished in the next three weeks and documentation required.
    • Resolve QC and production problems (RFI, etc.).
    • Address items that may require revising the QC Plan.
    • Create, review and update Accident Prevention Plan (APP).
    • Create, review and update environmental requirements and procedures.
    • Create, review and update Waste Management Plan.
    • Create, review and update IAQ Management Plan.
    • Create, review and update Environmental Management Plan.
    • Review the status of training completion.
  • Maintain RMS including but not limited to: the submittal register, Contractor Production Report, Contractor Quality Control Report, Contractor Action Items Report, Preparatory Phase Checklist, Initial Phase Checklist, Quality Specialist Report, Monthly Summary Reports of Tests, Field Test Reports, Rework Items List, Testing Plan and Log, Meeting Minute and Quality Control Certifications.
  • Ensure the as-built drawings required are kept current on a daily basis.
  • Prepare complete, accurate and timely submittal logs for construction projects based on project drawings and specifications.
  • Accountable for receiving approved submittals from Architect or Engineer and notify the Project Superintendent of potential schedule impact.
  • Assist Project Manager by preparing all necessary back up relating to change requests.
  • Distribute contract documents to subcontractors, including drawings, specifications, general conditions, accepted alternates, and addendums.
  • Distribute final requirement documentation to subcontractors and consultants.
  • Schedule all required construction meetings with required personnel, subcontractors, architects and owners.
  • Take accurate and complete meeting minutes and distribute timely.
  • Prepare correspondence with Owner, Architect, Engineers, Subcontractors, Suppliers, etc. Examples include Schedule of Values, project schedule, memos, requests for information, transmittals, and submittals.
  • Document quality and progress of each Subcontractor and Suppliers. Update Subcontractors and Suppliers of any changes to the plans, specifications and/or schedule.
  • Responsible for timely completion of all required project close-out documents per contract.

MINIMUM EDUCATION AND EXPERIENCE:

A graduate of a four-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science.

Minimum 8 years’ experience in construction and 2 years as a Construction CQC Manager. Previous Federal Project experience is a must.

REQUIRED LICENSES, CERTIFICATES OR KNOWLEDGE:

Must have completed the course entitled “Construction Quality Management (CQM) for Contractors” Must have experience working in RMS.

A background in the military, ACI Concrete transportation Inspector Certificate, OSHA 30 completion and experience as the Site Safety and Health Officer is a plus.

Must be familiar with the requirements of EM 385-1-1.
